“Bye” is the shortened form of “goodbye,” and it's one of many things people say when leaving. It's sometimes used as a dismissal, in its “buh bye” form. “See you later” is often used when you have an ongoing relationship, as well as the more casual/cheery “see ya later” or simply “later.”
